PRIVATE INVESTIGATORS SEEKS LICENCE TO OPERATE : APDI

NEW DELHI :There are hundreds of Investigators engaged in corporate intelligence, Due Diligence, IPR investigations, Litigation Support and insurence fraud detection. Therefore their licensing to work like professional CAs, Advocates, Doctors , is highly desirable to set standards and regulations. It will help corporate and individual to retain services of a Certified Professional.

  • APDI took up the case with the Prime Minister and apprised him of the dangerous impact on the health of the already suffering public.
  • APDI, a Global Network was created to exchange about the fake Covid medicines and other products.
  •  He also appreciated the role of Private Investigators in background verification in matrimonial and employees and property dispute cases.

 

The Governing Council of the Association of Professional Detectives & Investigators ( APDI) today unanimously sought MHA intervention to reintroduce Private Detective Agencies Regulation Bill in the Parliament to grant licensed status to the profession. Kunwar Vikram Singh Chairman of APDI said in a statement that the PDAR Bill was presented in the Parliament by then Home Minister Shivraj Patil who understood the importance of Professional Investigation services to protect the corporate sector from internal frauds and hostile takeovers by dubious groups.  
Chairman highlighted the fact that when India was going through the catastrophe of COVID 19 and there was shortage of medicine and oxygen.  He mentioned that as Chairman of APDI, he anticipated that unscrupulous and criminal elements would indulge in supply of fake medicines, sanitisers, food products liquor etc .APDI took up the case with the Prime Minister and apprised him of the dangerous impact on the health of the already suffering public. Necessary instructions were issued to DGPs of State Police to extend all possible assistance to Professional Investigators.Chairman congratulated the detective and investigator industry for the working round the clock during tough times to help the law and order machinery of respective states in checking the menace.  Number of raids were conducted and efforts of private investigators helped in saving many lives. He also highlighted the fact that through APDI, a Global Network was created to exchange about the fake Covid medicines and other products.
  Chairman also informed the members about the out sourcing of Non Police jobs to Private Security & Investigation professionals.He mentioned that up to 20 % of police personnel are engaged in non police jobs like Serving of Summons, Verification of employees and Passport related verifications tasks. This will enable availability of more than 20% of police personnel for to task for Law & Order duties He said that MHA has already written letters to State Police Chiefs to know their views on the matter. This outsourcing will help the judicial system and speedy delivery of Passports. 
 He shared of his vision of raising the standard of Investigation Profession and mentioned of MOU signed with Rashtriya Raksha University (RRU) to enable collaboration in high level of security courses and training.  He said very soon we are going to start investigator course in collaboration with RRU for imiprovement of standards of industry.  Chairman highlighted importance of Recognition of Prior Learning (RPL) courses for Investigators and Security Industry.
 Kunwar Vikram Singh also mentioned about the initiative to join hands with RRU to commence training on this important aspect of Bio Security very soon.
  Mr Mahesh Sharma presented the Mid Term Report.  He brought out that the industry has done exceptionally well especially during COVID time. He thanked the sponsors for the support in spite of tough time being faced by each one due to COVID situation.  He told the members to be united and help each other.  
 Sh Anurag Batra Chairman and Editor in Chief, Business World  who wasChief Guest of the event complimented Chairman for the selfless contribution which he mentioned is true reflection of a great leader.  He highlighted that in last 17 months of pandemic three ‘C’s of working have emerged.  These are Collaborative, Compassion and Contactless.  He spoke of internal and external collaboration, keeping people first as part of compassion and due to present situation working has to be contactless or hybrid.    He said that his enterprise is willing to launch any joint campaign for creating Safe & Secure environment for corporate to work and
Number of distinguished speakers as under also shared their views on some of very important subjects relevant to industry:-
 Cyber Crime Investigations was covered by Prof (Dr) Triveni Singh, IPS, SP, Cyber Crime, UP Police.  He covered very important aspects of Tools, Technique and legal perspective of cybercrime in a very lucid manner.  He highlighted that volume of cyber crime is huge.  In last 16 months 50000 cyber crime cases have been reported only in UP.  Now a days people are not targeting IDs they are now focused on professional thefts, ransom ware and taking payment in Bitcoins.  It is very difficult to trace the origin of the crime.
 Litigation Support and Intelligence was covered by Shri L N Rao, Former Dy. Commissioner of Police and an Eminent Lawyer.  He covered the traits and qualities which an ace investigator must possess.  He also informed the members about the importance of collecting different types of evidences.  He reiterated on importance of intelligence building.
 Intelligence and Surveillance Techniques was covered by Sh Mukesh Sahni, Sr. Superintendent of Police, CBI.  He shared how intelligence should be built up and how lit should by used.  He also highlighted the surveillance techniques.  His vast experience in the field made the talk very insightful. Number of cases solved by him can be case study for young investigators.
 Sh Subhash Wadhawan, National President, APDI highlight the role of investigators in pre matrimonial research which is proving highly beneficial for the citizens.Building International Network with WAD was covered by Sh R P Chauhan, 3rd Vice President, World Association of Detectives Inc.  He highlighted the importance of international networking for professional investigators.  It helps lin exchange of knowledge and growth of business.
Sh N C Padhi former Secretary Security, Cabinet Secretariat, Govt of India impressed upon the importance of  Digital Technology and its various dimensions .His focus was on cyber threat especially from across the borders.  As a protective measure he advised to shift websites from Dot Com to Dot IN for better security. He advised corporates to set up strong fire wall and standalone computers for LAN and highly trained personnel.
Sh. C Pal Singh former IGP talked about Investigators Training and Certification by Rashtriya Raksha University .He highlighted that PDARA is the need of the hour and must be introduced without delay.  He then covered the Professional Investigator course which will soon commence in collaboration with RRU.  He mentioned that complete material and syllabus is ready with APDI and we are in discussion with RRU for launch of the course which will assist the industry to train their young investigators.
Maj General Sanjay Soi honorary CEO presented his report and highlighted the future challenges and opportunities for the professionals.
